Medical Providers
  • Adianez Albelo, MD – Family Medicine Physician (Female)


  • Elizabeth Dowell, MD – Family Medicine Physician (Female)

  • Dr. Dowell received her medical degree from Case Western Reserve University – School of Medicine in 1995. She completed her residency training at the University of Arizona Family Medicine Residency Program. Having served at PCC since 2008, Dr. Dowell has demonstrated a commitment to community health. Also passionate about global health, she spent a year caring for patients at Hôpital Albert Schweitzer (HAS) in Deschapelles, Haiti. Similar to PCC, HAS provides health care for the medically underserved. Dr. Dowell speaks both English and Creole. She is a great resource at PCC and works at numerous sites, filling in for various doctors as needed.



  • John Franco, MD – Family Medicine Physician (Male)

  • Specializing in family medicine, Dr. Franco joined PCC in 2014. After obtaining his medical degree from University of Illinois College of Medicine at Chicago in 2014, he completed his residency at Northwestern University – McGaw Medical Center. As a National Health Service Corps member, he is passionate about caring for patients in underserved communities. He has been honored with the Northwestern Teaching Award M2 Individual Preceptorship. Before joining PCC in 2014, Dr. Franco obtained a master’s degree in neuroscience and worked as a researcher. In addition to family medicine, he has a keen interest in addiction medicine, sports medicine, psychiatry, and the treatment of Hepatitis C. He is fluent in Spanish. In his spare time, Dr. Franco enjoys running marathons.



  • Veronica Galvalisi, APN – Family Nurse Practitioner (Female)


  • Katherine Herold, CNM – Midwife (Female)

  • Katherine Herold is a certified-nurse midwife who completed her midwifery training at the University of Illinois at Chicago – College of Nursing in 2011. Katherine joined PCC in 2012. She speaks Spanish fluently. Her other interests include bicycling, writing, improv comedy, and travelling.

  • Jennifer Jaume, CNM – Midwife (Female)

  • Jen received her Masters of Science in Nurse-Midwifery from the University of Illinois at Chicago in 2014. She boasts a strong background caring for mothers and families, having worked as a doula and homebirth nurse. Born in Cuban Miami, Jen came to Chicago to raise her family. The many things she loves include dancing, laughing, reading, cooking, and mothering. Jen is fluent in Spanish and English.



  • Mark Rastetter, MD – Family Medicine Physician (Male)

  • Dr. Rastetter is a family medicine physician who joined the PCC health care team in 2009. He serves as the Medical Director at PCC West Town Family Health Center. Dr. Rastetter earned his medical degree from Loyola University Chicago – Stritch School of Medicine in 2006 and completed residency at West Suburban Medical Center Family Residency Program. He was honored by the Illinois Primary Health Care Association with the Devoted Clinician Award in 2015; the American Academy of Family Physicians with the Teacher Development Award in 2013; and the Physicians for Human Rights as the "Future Physician" Honoree in 2006. Dr. Rastetter is fluent in Spanish. Outside of medicine, he enjoys photography, swimming, and cheering for the Dayton Flyers college basketball team.



  • Kristen Richter, APN – Family Nurse Practitioner (Female)

  • Kristen Richter is an advanced nurse practitioner who completed her nursing education at the University of Illinois at Chicago – College of Nursing in 2015. As a National Health Service Corps member, she is committed to caring for patients in underserved communities. Prior to nursing school, Kristen worked as a health educator to increase awareness of respiratory health. Fluent in Spanish, she taught English as a Second Language in Ecuador through WorldTeach. In her leisure time, Kristen enjoys gardening and traveling.

Behavioral Health Providers
  • Martha Arboleda – Behavioral Health Intern (Female)


  • Carlos Cantu, LCSW – Behavioral Health Consultant (Male)

  • Carlos Cantu is a behavioral health consultant who joined PCC in 2015. Fluent in Spanish, he completed his undergraduate studies at the Universidad Autónoma de San Luis Potosí Mex in México, where he was also licensed as a clinical psychologist. He later obtained a Master in Social Work from the University of Illinois in Chicago’s Jane Addams College of Social Work in 2006. Carlos completed clinical internships at UIC Family Clinic and Ciceor Family Clinic to help families and children with developmental disorders. He was awarded the McNeil Scholarship as a Latino committed to serving in Latino communities. Also, he is passionate about housing issues, particularly in helping to reduce homelessness.
